Affirmation of Ministerial Ethics in the Baptist General Conference

ARTICLE 1. MEMBERSHIP

Section 1. Definition

Applicants who meet the requirements for membership as stated in Article 7 of the Constitution, and who agree to accept and abide by the Constitution and Bylaws of this church shall qualify for church membership. Two categories shall comprise church membership:

MEMBERS: Members are those who fulfill the responsibilities and duties of membership as defined in Section 3 below. It is understood that members unable to fulfill the responsibilities and duties of membership due to physical limitations, maintain their membership status through regular contact with the church.

RESERVE MEMBERS: Reserve members are non-resident members such as seasonal residents, college students, military members and missionaries.

Section 2. Admission to Membership

1. Requests for church membership shall be made to any member of the Pastoral Staff or Elder Board.

2. The Elder Board shall affirm by personal interview the faith and spiritual life of each applicant. Applicants who meet the requirements for membership as stated in Article 7 of the Constitution and who agree to accept and abide by the Constitution and Bylaws of this church may be recommended for membership at a regular or special business meeting.

3. Applicants unfamiliar with the history, doctrine and practices of this church shall attend membership classes conducted by Pastoral Staff members or their designees.

4. A copy of this Constitution and Bylaws shall be made available by the Elder Board to all candidates for membership.

5. The church membership shall be notified in writing of the candidates for membership at least two (2) weeks prior to a regular or special business meeting at which the recommendations for church membership shall be voted on.

6. New church members shall be received and welcomed into the fellowship of the church body at a designated worship service.

Section 3. Responsibilities and Duties of Membership

Certain responsibilities and duties come with the privilege of membership. As they are enabled by God, church members shall:

1. Pray regularly for other church members, pastors and ministry staff

2. Be supportive of all ministries of the church

3. Regularly attend worship services and business meetings of the church

4. Use their spiritual gifts to minister within the Body of Christ

5. Refrain from propagating any scriptural interpretation which differs from doctrines set forth in the Statement of Faith of this church

6. Give of their tithes and offerings to support the work of this church

7. Keep the church office informed of their current permanent address

Section 4. Discipline of Membership

1. REMOVAL FROM CHURCH MEMBERSHIP:

If a member neglects the responsibilities and duties of membership, the Elder Board shall make inquiry concerning the reason for this neglect in an effort to renew interest and bring about full and complete restoration of fellowship. Members who show no interest and who give no response to letters of inquiry from the Elder Board shall cease to be carried on church membership rolls by action of the Elder Board and Church Leadership Team.

2. DISMISSAL FROM CHURCH MEMBERSHIP:

Dismissal from church membership and church offices can only occur upon submission of a written complaint by at least two (2) witnesses to the Elder Board, with subsequent investigation and recommendation by the Elder Board to the church membership. Dismissal from church membership shall be confirmed with an affirmative simple majority written vote of church members present at a regular or special business meeting. Should the dismissed member repent, re-application for membership shall be considered.

3. WITHDRAWAL FROM CHURCH MEMBERSHIP:

Withdrawal from church membership shall be granted upon request in writing to the Elder Board.

Section 5. Conflict Resolution

Matthew 5: 21-26 and Matthew 18: 15-17 shall be the pattern used for conflict resolution. Matters of significant conflict involving church members, shall be brought to the Elder Board for resolution if private resolution has not been accomplished. At their discretion, the Elder Board may request assistance from Minnesota Baptist Conference leadership.

ARTICLE 2. PASTORAL STAFF

Section 1. Lead Pastor

1. Qualifications of the Lead Pastor shall be as set forth in 1 Timothy 3: 1-7 and Titus 1: 6-9.

2. He shall be called for an indefinite period of time.

3. He shall be sympathetic and cooperative with the Baptist General Conference (BGC), Minnesota Baptist Conference (MBC), and in agreement with the Statement of Faith and practice of this church. He shall embrace, without reservation, the Affirmation of Ministerial Ethics in the Baptist General Conference.

4. He shall preach the Gospel and administer the ordinances.

5. He shall perform the pastoral duties of his office.

6. He shall exercise concern for the spiritual needs of the church.

7. He shall seek to develop the strength of the church and its ministries.

8. He shall be a member of the Elder Board, Church Leadership Team and shall be an advisor to
all ministry teams, committees, commissions, and special project teams.

9. He shall resign to the Elder Board in writing. Unless there are extenuating circumstances, a six (6) week notice shall be given.

Section 2. Associate Pastoral Staff

1. Qualifications of an Associate Pastor shall be the same as for the Lead Pastor.

2. The titles and job description of an Associate Pastor shall be determined at the time the call is
extended.

3. An Associate Pastor shall be directly responsible to the Lead Pastor and shall oversee ministry areas designated by the Lead Pastor.

4. An Associate Pastor shall resign to the Elder Board in writing. Unless there are extenuating circumstances, a six (6) week notice shall be given.

Section 3. Pastoral Relations

A. Call and Service

1. Lead and Associate pastoral candidates shall be recommended to the church membership by
the Pastoral Search Committee.

2. A pastoral call shall be confirmed with an affirmative seventy-five percent (75%) written vote of church members present at a regular or special business meeting.

3. Pastoral salaries, benefits, vacation, continuing education provisions and other financial remunerations shall be recommended by the Pastoral Search Committee. These recommendations shall be confirmed with an affirmative seventy-five percent (75%) written vote of church members present at a regular or special business meeting.

4. Pastoral performance and salary evaluation shall be made annually by the Pastoral Relations
Committee.

5. The Elder Board Chairman shall present a pastoral resignation to the church. The terms of the separation shall be determined by the Church Leadership Team and presented to the church membership for approval.

B. Process for Resolution or Termination

1. Allegations against a pastor or allegations of his serious breach of the Affirmation of Ministerial Ethics in the Baptist General Conference shall be submitted in writing to the Pastoral Relations Committee. The Pastoral Relations Committee shall attempt to resolve the issue after the pattern set forth in Matthew 18:15-17. The Pastoral Relations Committee may recommend a paid administrative leave for an initial period of up to three (3) months, so that the resolution process may proceed. They may request assistance from the Minnesota Baptist Conference (MBC). Refusal of a pastor to cooperate with the resolution process shall be cause for immediate termination.

2. Should resolution not occur within three (3) months, one of the following steps may be taken:

a. The Pastoral Relations Committee may recommend an extension of paid administrative leave subsequent to review of the initial resolution process. Any extension(s) shall require an affirmative simple majority vote by church members present at a regular or special business meeting.

b. The Pastoral Relations Committee, elected Elders, and/or the Church Leadership Team may initiate a recommendation to dismiss a pastor if his actions or serious violation of the Affirmation of Ministerial Ethics in the Baptist General Conference have been deemed to disqualify him to serve as pastor.

c. A petition by fifteen percent (15%) of the church membership to dismiss a pastor may be presented to the Moderator and the named pastor by a representative(s) of the initiating party if the pastor’s actions or serious violation of the Affirmation of Ministerial Ethics in the Baptist General Conference have been deemed to disqualify him to serve as pastor.

3. Should steps be taken to recommend dismissal of a pastor or to petition dismissal of a pastor, the Moderator shall be required to call for a special business meeting within twenty-one (21) days from receipt of either. The Moderator, initiating party, and/or the named pastor may request a representative(s) from the Minnesota Baptist Conference to attend and/or speak at the meeting.

4. The pastor named in the recommendation to dismiss or the petition to dismiss shall be placed on paid administrative leave for twenty-one (21) days preceding the special business meeting. This shall be done to serve the best interests of the pastor and the church.

5. The dissolution of a pastoral relationship shall be confirmed with an affirmative simple majority written vote of church members present at a special business meeting. No absentee ballots shall be allowed for a vote to dismiss a pastor.

6. The terms of the dissolution shall be determined by the Church Leadership Team and shall be confirmed with an affirmative simple majority written vote of church members present at a regular or special business meeting.

7. In the event that a pastor is given a vote of confidence, all persons supporting a recommendation to dismiss a pastor or who have signed a petition to dismiss a pastor shall automatically relinquish their ministry position.

ARTICLE 3. ELDER BOARD

Section 1. Purpose

The Elders are the spiritual leaders of the church. Their primary purpose shall be to oversee the spiritual quality of the church’s ministry. The Elders shall meet regularly for prayer, discussion and decisions regarding the ministry of the church. The Elders shall communicate the vision and mission of the church and ensure that these are consistent with Biblical doctrine and the Statement of Faith of this church. The Elders shall ensure that all ministries of the church are supportive of the vision and mission.

Section 2. Membership

The Elder Board shall consist of elected male church members and pastoral staff. The number of elected Elders shall be no fewer than three (3) and no greater than one (1) Elder for every twenty-five (25) church members. Elder Board members shall be elected for a two (2) year term and may serve three (3) consecutive terms. An Elder may be re-elected after one (1) year out of this office. Elected Elders shall comprise the majority of the Elder Board. The Elders shall select qualified Elder Board candidates from the church membership when vacancies occur and shall present them to the church membership for their approval. It will be considered year one (1) of term one (1) for any Elder elected during the year. If the newly elected Elder is filling a vacancy which occurs during the year, he will assume the term of office of the vacancy being filled. From their number they shall elect a chairman and choose a representative to the Church Leadership Team. The Moderator shall be a non-voting liaison to the Elder Board.

Section 3. Qualifications

The members of the Elder Board are spiritually qualified shepherds who lead the church. They shall be committed to Jesus Christ and his church and shall have demonstrated the qualities of mind and spirit required to fulfill the responsibilities of this office. They shall conform to the qualifications for spiritual leaders set forth in 1 Timothy 3 and Titus 1. They shall display a spirit-filled life, a servant’s heart, and sufficient spiritual maturity to oversee the spiritual life of the church.

Section 4. Responsibilities

The Elders shall:

1. Assist in administering the ordinances of Communion and Baptism

2. Diligently safeguard the church against doctrinal or moral corruption

3. Encourage and teach sound doctrine and work to equip the membership to faithfully serve the Lord and his church

4. Resolve controversial theological issues by seeking direction from the Holy Spirit and by applying the scriptures

5. Interview, approve, and recommend prospective candidates for membership

6. Oversee the process of church discipline

7. Meet with erring or negligent members in an attempt to restore them to full and complete fellowship

8. Review and update the church membership rolls

9. Oversee worship services, ensuring that all who minister to the congregation are believers in Jesus Christ

10. Serve on the Pastoral Relations Committee [Elected Elders]

11. Review and recommend changes to Ministry Team Guidelines

12. Review and recommend changes to the Policy and Procedure Manual

13. Recommend Elder, Moderator, Vice-Moderator, and Nominating Committee candidates to the Church Leadership Team for placement on the annual ballot

14. Recommend candidates for officer and ministry team vacancies, as well as requests for new ministry team members to the Church Leadership Team for approval.

15. Appoint Elder Board representative(s) to the Nominating Committee

16. Work with the Church Leadership Team to provide leadership for all worship services and programs in the event of a vacancy in the Lead Pastor position

17. Report regularly to the church membership and keep the Church Leadership Team apprised about decisions and actions taken in their area of responsibility

ARTICLE 4. OFFICERS

Section 1. Moderator

The Moderator must be a male member of the church who shall preside over all business meetings. He shall be a person with proven spiritual leadership who is able to maintain a spirit of Christian love at all meetings. He shall be familiar with the Constitution, Bylaws, Guidelines and
any other operation manuals of the church. He shall be familiar with Robert’s Rules of Order and shall use them as he presides over meetings. The Moderator shall preside over the Church Leadership Team as its Chairman and shall be a non-voting liaison to the Elder Board. He shall be elected by the church membership for a one (1) year term and may serve three (3) consecutive one (1) year terms. He may be re-elected after one (1) year out of this office.

Section 2. Vice-Moderator

The Vice-Moderator must be a male member of the church who shall preside over all business meetings and the Church Leadership Team in the absence of the Moderator. He shall be a person with proven spiritual leadership who is able to maintain a spirit of Christian love at all meetings. He shall be familiar with the Constitution, Bylaws, Guidelines and any other operation manuals of the church. He shall be familiar with Robert’s Rules of Order and shall use them as he presides over meetings. He shall be elected by the church membership for a one (1) year term and may serve three (3) consecutive one (1) year terms. He may be re-elected after one (1) year out of this office.

Section 3. Treasurer

The Treasurer must be a member of the church who shall keep an account of all disbursements, safeguard all monies deposited, and perform duties assigned by the Church Leadership Team. The Treasurer shall provide monthly financial reports to the Church Leadership Team and annual financial reports to the church. The Treasurer shall be Chairman of the Finance Ministry Team and shall represent them on the Church Leadership Team. The Treasurer shall be elected for a two (2) year term and may serve three (3) consecutive two (2) year terms. He or she may be re-elected after one (1) year out of this office. The outgoing Treasurer shall turn over all records to the incoming Treasurer in a timely manner to ensure a smooth transition.

Section 4. Financial Secretary

The Financial Secretary must be a member of the church who shall keep an accurate account of all monies received and deposit them in the church bank accounts. The Financial Secretary shall be a member of the Finance Ministry Team. Annual contribution statements shall be provided to contributors by January 31 of the next year. The Financial Secretary shall provide monthly reports of all contributions to the Church Leadership Team. The Financial Secretary shall keep his/her knowledge of contributors and their contributions confidential. The Financial Secretary shall be elected for a two (2) year term and may serve three (3) consecutive two (2) year terms. He or she may be re-elected after one (1) year out of this office.

Section 5. Assistant Treasurer

The Assistant Treasurer must be a member of the church who shall assume responsibilities of the Treasurer in the Treasurer’s absence and shall work under the direction of the Treasurer. The Assistant Treasurer shall be a member of the Finance Ministry Team. The Assistant Treasurer shall be elected for a two (2) year term and may serve three (3) consecutive two (2) year terms. He or she may be re-elected after one (1) year out of this office.

Section 6. Assistant Financial Secretary

The Assistant Financial Secretary must be a member of the church who shall assume the responsibilities of the Financial Secretary in the Financial Secretary’s absence and shall work under the direction of the Financial Secretary. The Assistant Financial Secretary shall be a member of the Finance Ministry Team. The Assistant Financial Secretary shall keep his/her knowledge of contributors and their contributions confidential. The Assistant Financial Secretary shall be elected for a two (2) year term and may serve three (3) consecutive two (2) year terms. He or she may be re-elected after one (1) year out of this office

Section 7. Clerk

The Clerk must be a member of the church who shall record minutes at all church business meetings and Church Leadership Team meetings. In the absence of the Clerk, the Moderator shall appoint another church member to assume duties of the Clerk. The minutes shall be available within seven (7) days from meeting dates. Permanent copies shall be kept on file in the church office. The Clerk shall keep a current and accurate record of the church membership. The Clerk shall be elected for a two (2) year term. The Clerk may serve three (3) consecutive two (2) year terms and be re-elected after one (1) year out of this office.

Section 8. Officer Vacancies

The Church Leadership Team shall approve nominees for officer vacancies following an Elder-approved recommendation from the Nominating Committee. The newly approved officer will assume the term of office of the vacancy being filled.

ARTICLE 5. CHURCH LEADERSHIP TEAM

Section 1. Purpose

The Church Leadership Team shall coordinate the ministry of the church. They shall ensure that all church staff, officers and ministry teams are accountable to each other.

Section 2. Membership

The Church Leadership Team shall consist of the Moderator, Lead Pastor, Elder Board Representative, Ministry Team Chairmen or their representatives, and the Clerk. The Moderator shall preside and serve as Chairman. The Clerk shall serve as secretary and non-voting member of the Church Leadership Team.

Section 3. Qualifications

Church Leadership Team members shall display spiritual maturity and Christian character that reflect highly on the name of Jesus Christ and the reputation of this church.

Section 4. Responsibilities

The Church Leadership Team shall:

1. Meet regularly to coordinate the ministry of the church and additionally when called by the Moderator or Lead Pastor

2. Maintain a high level of knowledge concerning the total ministry of the church and demonstrate support and concern for all facets of the ministry

3. Receive verbal and/or written reports and recommendations from the Elder Board, Pastoral Staff, ministry teams and other staff, and act on them appropriately

4. Administer and have jurisdiction over all funds of the church

5. Review, discuss and approve the Finance Ministry Team’s proposed annual budget prior to presentation to the church membership for a vote

6. Approve all expenditures up to five thousand dollars ($5,000) not included in the annual budget

7. Recommend building improvements and new facility additions to the church membership

8. Mortgage, convey or encumber real property on behalf of the church, subject to final approval of the church membership

9. Designate a minimum of two (2) members from their number who shall be responsible for signing documents related to each transaction of real property approved by the church membership

10. Approve employment of other ministry staff, administrative staff and employees

11. Review and approve ballot nominations recommended by the Nominating Committee

12. Review & approve nominees for officer vacancies following an Elder-approved recommendation from the Nominating Committee

13. Review and approve nominees for ministry team vacancies following an Elder-approved recommendation from the Nominating Committee with endorsement from the ministry team where the vacancy occurred

14. Review and approve the addition of a ministry team member following an Elder-approved request from the ministry team with endorsement from the Nominating Committee.

15. Review and approve changes to Ministry Team Guidelines and the Policy and Procedure Manual upon recommendation from the Elder Board

16. Review and approve Constitution and Bylaw changes before presentation to the church
membership for their vote

17. Work with the Elders to provide leadership for all worship services and programs in the event
of a vacancy in the Lead Pastor position

18. Commission a new church directory when needed

Section 5. Meetings

1. The Church Leadership Team shall determine the time and place of their regular meetings. Special meetings may be called at the request of the Moderator or Lead Pastor. The requesting party must notify the other.

2. A majority of the Church Leadership Team shall constitute a quorum for the transaction of business. Two-thirds (2/3) of the Church Leadership Team or their designees must be present for a vote to approve non-budgeted expenditures from one thousand dollars ($1,000) to five thousand dollars ($5,000).

ARTICLE 6. MINISTRY TEAMS

Section 1. Structure

The basic ministry structure of the church is designed to empower spiritually gifted individuals to serve on ministry teams for specific tasks to accomplish the work of the church The ministry teams of the church shall be the Adult Ministry Team, the Care Ministry Team, the Children’s Ministry Team, the Fellowship Ministry Team, the Finance Ministry Team, the Information Technology Ministry Team, the Missions Ministry Team, the Properties Ministry Team, the Student Ministry Team and the Worship Arts Ministry Team. Finance Ministry Team members must be church members. Members and non-members may serve on all other ministry teams. Those teams shall consist of at least two church members and no more than 50% non-members. Ministry Team Chairmen and representatives to the Church Leadership Team must be church members and shall display spiritual maturity and Christian character that reflect highly on the name of Jesus Christ and the reputation of this church. All serve under the spiritual mantle of the Pastoral Staff and the Elders. Should the need for creation of a new ministry team arise, the Elders and/or Church Leadership Team shall bring their recommendation to create a new ministry team to the church membership for a vote. Likewise, should the Elders and/or Church Leadership Team determine that a ministry team ceases to be an effective and/or necessary area of ministry, they shall bring their recommendation to disband a particular ministry team to the church membership for a vote. The Nominating Committee shall be notified by the Elders and/or Church Leadership Team regarding the creation or disbanding of any ministry team for use in preparing the annual ballot.

Section 2. Purpose Statements for Ministry Teams

Adult Ministry Team: The Adult Ministry Team shall be responsible to oversee, develop, implement and maintain adult Christian education and ministries that promote spiritual growth.

Care Ministry Team: The Care Ministry Team shall be responsible to oversee, develop, implement and maintain a ministry of caring for various life needs of the congregation.

Children’s Ministry Team: The Children’s Ministry Team shall be responsible to oversee, develop, implement and maintain Christian education for children from birth through grade six.

Fellowship Ministry Team: The Fellowship Ministry Team shall be responsible to oversee, develop, implement and maintain the fellowship, service and hospitality activities of the church.

Finance Ministry Team: The Finance Ministry Team shall be responsible to oversee all financial matters in accordance with the church budget and financial decisions made by the church membership and/or the Church Leadership Team.

Information Technology Ministry Team: The Information Technology Team shall be responsible to oversee, develop, implement, and maintain all information technology equipment, software, telephone systems, and electronic equipment owned by the church. They shall also be responsible to provide support for EBC Ministry Teams, Committees, and special events including weddings and funerals.

Missions Ministry Team: The Missions Ministry Team shall be responsible to oversee, develop, implement and maintain all missions-related ministry activities of the church.

Properties Ministry Team: The Properties Ministry Team shall be responsible to oversee, develop, and maintain all church properties and shall oversee and manage custodial staff.

Student Ministry Team: The Student Ministry Team shall be responsible to oversee, develop, implement and maintain Christian education for students in grade seven through grade twelve.

Worship Arts Ministry Team: The Worship Arts Ministry Team shall be responsible to oversee, develop, implement and maintain the worship arts ministry of the church in cooperation with pastoral and music ministry staff.

Section 3. Election

1. ELECTION: The Nominating Committee shall be responsible to select qualified individuals for each ministry team and shall present them to the Church Leadership Team for their approval. The Church Leadership Team shall present them on the ballot for approval by the church membership prior to December 31.

2. TERMS OF OFFICE: Ministry team members shall be elected for a two (2) year term approximately one-third (1/3) of their members being elected each year. Ministry team members may serve three (3) consecutive two (2) year terms. They may be re-elected to the same ministry position after being out of office for one (1) year. Finance Ministry Team members shall be elected for a two (2) year term. They may be elected for a maximum of three (3) consecutive two (2) year terms. They may be re-elected after being out of office for one (1) year. It will be considered year one (1) of term one (1) for any person added to a ministry team during the year. Pastors who serve on ministry teams are not subject to term limits.

3. VACANCIES: The Church Leadership Team shall approve nominees for ministry team vacancies following an Elder-approved recommendation from the Nominating Committee with endorsement from the ministry team where the vacancy occurred. The newly approved team member will assume the term of office of the vacancy being filled. For vacancies which occur on the Finance Ministry Team, See ARTICLE 4. OFFICERS, Section 8 Officer Vacancies.

Section 4. Ministry Team Guidelines

Guidelines for each ministry team shall be included with, but shall not be part of the Constitution and Bylaws. These guidelines shall delineate in more detail the scope and responsibilities of each ministry team. Following review and recommendation of the Elder Board, changes in Ministry Team Guidelines may be approved by the Church Leadership Team. The church membership shall be apprised of these changes at the next regular business meeting.

ARTICLE 7. COMMITTEES

Section 1. Nominating Committee

1. The Nominating Committee shall include Elder Board representation and a minimum of four (4) elected church members.

2. The four (4) church members shall be elected for a two (2) year term with at least one (1) being elected each year. Members may serve two (2) consecutive two (2) year terms and be re-elected to this committee after one (1) year out of this office.

3. Nominating Committee members shall have demonstrated their commitment, leadership and knowledge of the church membership.

4. The Nominating Committee is responsible to the church membership for choosing candidates for all elected positions identified in the Bylaws except for Elder, Moderator, Vice-Moderator, and Nominating Committee candidates. They shall ensure that all candidates complete the Application for Positions of Ministry and meet with one of EBC’s Pastors prior to being placed on the ballot.

5. The Nominating Committee shall meet as often as needed to nominate qualified candidates to fill vacancies.

6. The Nominating Committee shall meet at least four (4) months prior to a regular business meeting of the church membership held prior to December 31.

7. The Nominating Committee shall present a list of candidates for elected positions to the Church Leadership Team for their approval at the October Church Leadership Team meeting. The approved ballot shall be posted at least two (2) Sundays prior to a regular business meeting held prior to December 31.

8. The Nominating Committee shall exercise spiritual wisdom and have due regard for all scriptural and practical requirements for the respective offices to be filled.

Section 2. Pastoral Relations Committee

1. The Pastoral Relations Committee shall consist of the elected Elders and two (2) elected church members.

2. The elected church members shall be elected for a one (1) year term and may serve two (2) consecutive terms. They may be re-elected to this committee after two (2) years out of this office.

3. One (1) of the elected Elders shall be chosen by the Pastoral Relations Committee as its chairman.

4. The Pastoral Relations Committee shall meet with Pastoral staff at least once a year or as often as deemed necessary.

5. The Pastoral Relations Committee shall review performance and salaries and shall make recommendations to the Finance Ministry Team for budget preparation.

6. The Pastoral Relations Committee shall provide care and encouragement for Pastoral staff and their families.

7. The Pastoral Relations Committee shall follow Article 2 Section 3B when allegations against a pastor or allegations of his serious breach of the Affirmation of Ministerial Ethics in the Baptist General Conference are presented to them.

Section 3. Audit Committee

1. The Audit Committee shall consist of at least two (2) church members appointed by the Church Leadership Team who shall be confirmed with an affirmative simple majority vote by church members present at a regular business meeting held prior to December 31.

2. The Audit Committee shall review the financial records of the church and shall submit a written report at the first regular business meeting following the audit.

Section 4. Pastoral Search Committee

1. A Pastoral Search Committee shall be activated for the calling of Lead and Associate Pastors.

2. The Pastoral Search Committee shall consist of six (6) church members, including one (1) Elder and one (1) member of the Church Leadership Team.

3. Pastoral Search Committee members shall broadly represent the church membership.

4. The Pastoral Search Committee and its Chairman shall be appointed by the Church Leadership Team and confirmed with an affirmative simple majority vote of church members present at a regular or special business meeting.

5. The Pastoral Search Committee shall seek to find a suitable candidate for Lead or Associate Pastor. They shall consult with leaders from the Minnesota Baptist Conference, and shall invite suggestions from members of the church.

6. The Pastoral Search Committee shall investigate the merits of the candidate, giving consideration to his personal character, education, ministerial record, abilities and compatibility with the church.

7. The Pastoral Search Committee shall work with the Elder Board and the Church Leadership Team to formulate terms of the call.

8. The Chairman of the Pastoral Search Committee shall bring a candidate recommendation to the church membership for approval.

Section 5. Other Committees, Commissions, Special Project Teams

Other Committees, Commissions and Special Project Teams may be created or dissolved when deemed necessary. The Elder Board, Church Leadership Team and ministry teams may all make such recommendations. Such recommendations shall be reviewed by the Elder Board and brought to the Church Leadership Team for their approval.

ARTICLE 8. STAFF AND EMPLOYEES

Section 1. Other Ministry Staff

1. The hiring, job description, wages, benefits, severance or termination of other ministry staff shall be made by the Church Leadership Team in consultation with the Pastoral Staff and the Elder Board.

2. The resignation by other ministry staff shall be submitted to the Church Leadership Team.

Section 2. Administrative Staff

1. The hiring and job description of administrative staff shall be determined by the Lead Pastor who shall notify the Church Leadership Team.

2. The wages, benefits, severance or termination of administrative staff shall be determined by the Church Leadership Team in consultation with the Lead Pastor.

3. The resignation by administrative staff shall be submitted to the Lead Pastor.

Section 3. Employees

1. The hiring, job description, wages, benefits, severance or termination of employees shall be determined by the Church Leadership Team.

2. Employees shall be accountable to the Church Leadership Team.

3. The resignation by employees shall be submitted to the Church Leadership Team

ARTICLE 9. BUSINESS MEETINGS

Section 1. Fiscal Year

The fiscal year of the church shall run from January 1 through December 31.

Section 2. Regular Business Meetings

1. A regular business meeting shall be held in January for the purpose of presenting annual ministry and financial reports from the previous fiscal year for approval by the church membership.

2. A regular business meeting shall be held prior to December 31 for the purpose of electing Elders, Officers, ministry team members, Nominating Committee members, elected Pastoral Relation Committee members and for the ratification of Audit Committee members for the next fiscal year. Candidates elected shall assume responsibilities on January 1 of the new fiscal year. The proposed annual budget for the next fiscal year shall also be presented to the church membership for approval at this meeting.

3. Regular Business Meetings may be held in the second (2nd) and third (3rd) quarters.

Section 3. Special Business Meetings

Special business meetings of the church membership may be called by the Lead Pastor, Moderator, Church Leadership Team, Elder Board, or the Pastoral Relations Committee. In addition, fifteen percent (15%) of the church membership may submit a petition to the Moderator requesting a special business meeting. A petition must state the purpose for calling the special business meeting.

Section 4. Notice of Special Business Meetings

Notice of the date, hour and reason for special business meetings shall be announced for two (2) consecutive Sundays fourteen (14) days prior to a meeting. Special business meetings called for the purpose of constitutional changes, mortgaging, conveying or encumbering of the real property of the church shall require written and verbal announcements for three (3) consecutive Sundays twenty-one (21) days prior to a meeting. Notice of the date and hour of a special business meeting called for the purpose of dissolution of a pastoral relationship shall be mailed to church members fourteen (14) days prior to the special business meeting.

Section 5. Quorum

Twenty-five (25) church members present for any duly called regular or special business meeting shall constitute a quorum.

Section 6. Voting

Unless prohibited in the Bylaws, church members may vote by absentee ballot when the Church Leadership Team determines it would be impossible for the member to be present for a particular vote. The vote of a simple majority of church members present or of members voting by absentee ballot shall constitute the act of all members unless otherwise specified in the Constitution, Bylaws, or Robert’s Rules of Order. Members present at a regular or special business meeting shall be entitled to one (1) vote in each matter. Church members under age eighteen (18) shall not be permitted to vote on legal or monetary matters when prohibited by law.

Section 7. Rules of Order

Keeping in mind that the Bible is the church’s final authority in all matters of faith and practice and keeping in mind God’s admonition to do all things in the spirit of Christian love, all regular and special business meetings shall be governed by Roberts Rules of Order.

ARTICLE 10. AMENDMENTS

The Bylaws may be amended with an affirmative two-thirds (2/3) majority vote of church members present at a regular or special business meeting. A copy of the proposed changes shall be available and/or posted for two (2) Sundays fourteen (14) days in advance of the meeting.

ARTICLE 11. IMPLEMENTATION AND EXCEPTIONS

The following implementation provisions and exceptions to the Constitution and Bylaws shall be allowed for transition to the new Constitution and Bylaws. These shall be effective on the date of adoption of this Constitution and Bylaws and shall expire December 31, 2009.

Church leadership shall be empowered to form and implement policies and procedures to enhance and guide the ministries of the church.

The 2008 Human Resources Committee shall fulfill the responsibilities of the Nominating Committee in choosing qualified candidates for all elected positions identified in the Bylaws, except for Nominating Committee candidates, for placement on the November, 2008, ballot. Approximately one-third (1/3) of ministry team candidates shall be nominated for a one (1) year term.

The 2008 Elder Board shall recommend Nominating Committee candidates to the 2008 Executive Board for placement on the November, 2008, ballot. Two (2) Nominating Committee candidates shall be nominated for a one (1) year term and two (2) shall be nominated for a two (2) year term.

The 2008 Executive Board may approve extending the terms of non-church members who are serving on 2008 ministry teams through December 31, 2009.

in the Baptist General Conference

The following standards are set forth in an effort to create professional understanding and to preserve the dignity, maintain the discipline, and promote the integrity of our chosen profession, the ministry of Jesus Christ.
My Person
I will endeavor to pray daily, to read, study and meditate upon God’s Word; and to maintain extended times of contemplation.
I will plan time to be with my family, realizing my special relationship to them and their position as important members of my congregation.
I will seek to keep my body physically fit through proper eating habits and planned exercise, renewing myself through weekly time off and through vacations.
I will try to keep myself emotionally fit, keeping in touch with my feelings and growing in healthy control of them.
I will strive to grow through comprehensive reading and through participation in professional educational opportunities.
I will be a servant of God seeking to maintain a life of purity, integrity and truthfulness.
I will avoid lust, pornography and sexual sin.
I will not abuse my own body and will avoid addictions of all kinds.
I will not emotionally, verbally, physically or sexually abuse my spouse, my children or any other person.
I will seek professional help promptly when I need personal support or intervention.
I will seek to develop accountable relationships with one or more of my peers of the same gender.
My Calling
I will seek to conduct myself consistently with my calling and commitment as a servant of God.
I will give priority to my congregation and will accept added responsibilities only if they do not interfere with the overall effectiveness of my ministry in the congregation.
I will consider a confidential statement made to me as a sacred trust.
I will responsibly exercise the freedom of the pulpit, speaking the truth of God’s Word with conviction in love; and will acknowledge any extensive use of material prepared by someone else.
My Finances
I will advocate adequate compensation for my profession and will assist the congregation to understand that a minister should not expect or require fees for pastoral services to them.
I will be honest in my stewardship of money, paying bills promptly, asking no personal favors or discounts on the basis of my professional status.
I will give tithes and/or offerings as a good steward.
My Congregation
I will seek to regard all persons in the congregation with equal love and concern and undertake to minister impartially to their needs and refrain from behavior that will be divisive.
I will treat all those in the church with dignity and respect while retaining the right to establish close friendships within the congregation.
I will exercise confidence in the lay leadership, assisting in their training and mobilizing their creativity.
I will seek to lead the church in a positive direction. I will remain open to constructive criticism and to suggestions intended to strengthen our common ministry.
I will candidate at only one church at a time. I will respond promptly and definitely to a call, and I shall seek to deal fairly with the church I am presently serving.
My Colleagues
I will seek to maintain supportive, caring and accountable relationships with my colleagues in the ministry. I will seek and honor all commitments made with other pastors and I will respect the pastoral relationships that my neighboring pastors have with their parishioners.
I will, upon my departure, sever my pastoral relations with the congregation, recognizing that all pastoral functions should henceforth rightfully be conducted by my successor. I will not agree to perform any pastoral services in a church I have previously served until I have first obtained permission from the current pastor.
I will, upon retirement or withdrawal from the ministry, refrain from engaging in pastoral functions within our church fellowship unless requested by the pastor.
My Denomination
I will cooperate with the personnel of the Baptist General Conference and of the district in which I serve, and offer responsible criticism in order that our common service in the kingdom of God might be more effective. In the event that I seriously violate the vows that I have made to God and my church, I will submit to the restoration/reconciliation process established by my denomination and my church. Furthermore, I will use my influence to affirm and edify the fellowship of this church with the district and the Baptist General Conference.
